Sanctuary city

Bill Goggin was my journalism teacher at Ray Lyman Wilbur Junior High School in Palo Alto. He is responsible for all of this. He taught me, "The job of the journalist is to comfort the afflicted and afflict the comfortable." That's pretty much what I've been up to ever since.

I started 7 On Your Side here at ABC7 News and over the past 20 years I have sent bad guys to prison, forced product recalls and returned millions of dollars to consumers. Because I spend so much time dealing with legal issues, midcareer I returned to law school. That education has served me and ABC7 News viewers well.

Even many of my close friends don't know that as a young reporter I covered the '89 Loma Prieta Quake, Oakland fire storm, L.A. riots, and numerous floods, forest fires and other calamities. Let me tell you it is other worldly to be on a boat, in the middle of a hurricane attempting to reach a devastated Kauai because the air space has been closed. No electricity, no lights, just the silhouette of a mountain rising out of the ocean. I know what that island looked like to ancient mariners.

There is little I like more than to "afflict the comfortable", but among those is skateboarding with my son, watching my daughter cheer and having a nice Pinot Noir on a warm summer day in the wine country with my wife.

sanctuary city is a city in the United States or Canada that has policies designed to not prosecute people solely for being an illegal alien in the country in which they are currently living. These practices can be by law (de jure) or they can be by habit (de facto). The term generally applies to cities that do not allow municipal funds or resources to be used to enforce federal immigration laws, usually by not allowing police or municipal employees to inquire about an individual's immigration status. The designation has no legal meaning.[1]

Certain cities in the United States began designating themselves as sanctuary cities during the 1980s.[2][3] The policy was first initiated in 1979 in Los Angeles, to prevent police from inquiring about the immigration status of arrestees. The internal policy, "Special Order 40", states: "Officers shall not initiate police action with the objective of discovering the alien status of a person. Officers shall not arrest nor book persons for violation of title 8, section 1325 of the United States Immigration code (Illegal Entry)."[4] Some of the 31 American cities are Los Angeles (the first since 1979); Washington, D.C.New York City (see also undocumented immigration in New York City); Jersey CityBerkeley, California;Coachella, CaliforniaPhiladelphiaSan FranciscoSanta AnaSan JoseOaklandSalt Lake CityDallasHoustonDetroitChicagoSalinas, CaliforniaMinneapolisMiami;DenverBaltimoreSeattlePortland, OregonNew HavenSomervilleCambridge; and Portland, Maine.[5][dead link] These cities have adopted "sanctuary" ordinances banning city employees and police officers from asking people about their immigration status.[6][7]
The Common Council of the city of Madison, Wisconsin enacted an ordinance on 5 March 1985 forbidding city employees, ostensibly including city police, to co-operate with immigration officials.[8]

Electoral politics[edit]

This issue entered presidential politics in the race for the Republican Party presidential nomination in 2008. Colorado Rep. Tom Tancredo ran on an anti-illegal immigration platform and specifically attacked sanctuary cities. Former Massachusetts governor Mitt Romney accused former mayor Rudy Giuliani of running New York City as a sanctuary city.[9] Giuliani's campaign responded saying that Romney ran a sanctuary Governor's mansion, and that New York City is not a "haven" for undocumented immigrants.[9]
After the murder of a restaurant waitress in AlbuquerqueNew Mexico, in late June 2009 that was suspected to be perpetrated by three undocumented immigrants (one of whom was not deported despite being arrested for two prior DUI incidents), mayoral candidate Richard J. Berry decried the city's sanctuary city policy. He also vowed, if elected, to repeal the policy that has been continued by the incumbent mayor, Martin Chávez.[10]
Following the shooting death of Kathryn Steinle in San Francisco (a sanctuary city) by an undocumented immigrant, Hillary Clinton told CNN on 8 July 2015: "The city made a mistake, not to deport someone that the federal government strongly felt should be deported. I have absolutely no support for a city that ignores the strong evidence that should be acted on."[11] The following day, her campaign stated: "Hillary Clinton believes that sanctuary cities can help further public safety, and she has defended those policies going back years."[12]

Political action[edit]

The Illegal Immigration Reform and Immigrant Responsibility Act of 1996 addressed the relationship between the federal government and local governments. Minor crimes, such as shoplifting, became grounds for possible deportation.[13] Additionally, the legislation outlawed cities' bans against municipal workers' reporting persons' immigration status to federal authorities.[14]
Section 287(g) makes it possible for state and local law enforcement personnel to enter into agreements with the federal government to be trained in immigration enforcement and, subsequent to such training, to enforce immigration law. However, it provides no general power for immigration enforcement by state and local authorities.[15] This provision was implemented by local and state authorities in five states, California, Arizona, Alabama, Florida and North Carolina by the end of 2006.[16] On June 16, 2007 the United States House of Representatives passed an amendment to a Department of Homeland Security spending bill that would withhold federal emergency services funds from sanctuary cities. Congressman Tom Tancredo (R-CO) was the sponsor of this amendment. 50 Democrats joined Republicans to support the amendment. The amendment would have to pass the United States Senate to become effective.[17]
In 2007, Republican representatives introduced legislation targeting sanctuary cities. Reps. Brian Bilbray, R-Cal., Ginny Brown-Waite, R-Fla., Thelma Drake, R-Va., Jeff Miller, R-Fla., and Tom Tancredo, R-Colo introduced the bill. The legislation would make undocumented immigrant status a felony, instead of a civil offense. Also, the bill targets sanctuary cities by withholding up to 50 percent of Department of Homeland Security funds from the cities.[18]
On September 5, 2007, Department of Homeland Security Secretary Michael Chertoff told a House committee that he certainly wouldn't tolerate interference by sanctuary cities that would block his "Basic Pilot Program" that requires employers to validate the legal status of their workers. "We're exploring our legal options. I intend to take as vigorous legal action as the law allows to prevent that from happening, prevent that kind of interference."[19][20] On May 5, 2009, Georgia Governor Sonny Perdue signed a bill into law that prohibited sanctuary city policies in the state of Georgia.[21]
On June 5, 2009, the Tennessee state House passed a bill banning the implementation of sanctuary city policies within the state of Tennessee.[22]
In June 2011, Texas Governor Rick Perry proposed legislation to ban sanctuary cities, SB 9, to the Special Session agenda for the State Legislature.[23] Public hearings on the sanctuary cities legislation were held before the Texas Senate Transportation and Homeland Security Committee on June 13, 2011.[24]

Canada[edit]

In Canada, Toronto and HamiltonOntario, have declared themselves as sanctuary cities since 2014.[25][26]

City of Oakland, California,
the Toll Plaza is a good opportunity to know that the fees paid for the price to upkeep the Oakland/San Francisco Bay Bridge has been an amount of dollars needed to pay for all the costs of keeping that bridge up.  Charge every commuter, every traveler that insists on using your City as a thoroughfare.  The toll roads, Dave Clark on Channel 2 News is able to figure this now as he is the best understanding to I.

The East Coast is now on notice for the all Public Works Departments to inform the California Highway Patrol to the avenue of respect at the roads on the basis of those weird things you drive through and throw change in.  I do not know what they were called but my older sister did this when I visited New York back in the days of having to have 'change' in your pocket.  As California is now using Fastrak this will be a today ability on the ease of our High Tech sister city San Jose is the hub of the Worldwide Web.

To the Oaklanders,
The University of Berkeley California is a Public School.  Tuition is free.  This is the information that is necessary to be advised of as being of correct challenge and not to envy or to pound a nail up instead of constructing a communication the students of that U.C. should today gather their books and contact Public Works.  Cleaning up garbage is a city understood job from I as in the city of my birth they are called 'garbage men'.  To be aware that in the action of cleaning up garbage it will not force a divide but know division of price per pound of all the freight that also does not pay tolls for storage or are the stores (retail) charged for the weight of all the containers.  This is a very important message to the shipping lanes as roads to ocean to a particular Tug Boat driver with a Tub Boat named Sarah. That guy has a father owning said Tug Boat Company moored at the Oakland Port.  This is an all points Bulletin that will cause the City of Oakland to stop the whim and know the possible path to a better today.

Thank you Dave Clark and Pam Cook as this great and revolutionary day.  Sal, the traffic jam is easily solved as a phone call to all Companies in San Francisco can and are able to go 7 days a week 24 hours a day as 'Trading' all over the World is now on the Web.  Please be informed that this is the drive on the not an idea as the qualifications fall to the lack of arrest of that man that had our flag hanging over a banister and flipped it about with such disrespect (this is already played as 'breaking news' please refer to that video feed for confirmation), in addition, an officer was lunged-at as Brock Turner was released.  This to is a confirmation of a man breaking the Police line and that officer (please look at the feed as Brock Turned was getting into the car you will see a man lunge at that officer) was put in harms way.  The fact is the Media was all-over it all yet not one person said that that Officer was pushed by that man ( a News Person??) that I can barely see, however you ran that feed enough times that it clearly shows that Officer having to do his job well.  Would the local Police Department please look at the fact that that cellphone was in that officers face and this is all getting really weird and it is looking very dangerous for the Officers that are doing their jobs.  For are not these news feeds run all over the World??  I will leave it at this because this is over my understanding of what is public behavior on enticing the Worldwide Web before it goes viral.
